Modi-Shah was CM and HM Of the state then and they are the PM and HM.
Police were mere spectators, though casualties on their part were and are involved.
The army was called in but couldn't exercise the control on time and some forces have been called now though army has also been asked for by the CM.
police is under the state gov and in UTs under home ministry...so they were ordered to behave in a certain way...but what is more sickening to see here in Delhi's case is the police personnel's individual behaviour...police calling jamia students and other protestors pakistanis is something more dangerous because here a policeman is not just following the orders but maybe he is also behaving out of hatred he holds in his head...and that's concerning...
yes I am aware of the fact that who has the control of the police but Gujarat is a state and then the police was under.. and in Delhi it is again under the same. and it is not just the policeman here who hold the grudges in their head but some part of the society as well.
